This sequel to the 1989 Don Bluth film has more of a light atmosphere than the original, but that doesn't mean it's sugarcoated or anything.
When the movie begins, Charlie and Carface are in heaven, but Charlie feels as if something is missing. Not even the arrival of his best friend Itchy cheers him up too much.
When Gabriel's horn, necessary for letting new arrivals in, is reported"missing", Charlie insists that he goes back to earth to find it. Annabelle eventually agrees, but also sends Itchy along, "just in case", and also supplies him with one miracle. However, once Charlie is on earth again, he seemingly forgets about finding the horn, in spite of Itchy's constant reminders. Instead, he focuses on going to the nearest nightclub.
While there, he meets a most beautiful dog, Sasha, but he discovers something about himself he had not noticed before… and he actually seeks out the help of Carface, who had sneaked down to earth who find the horn for his own purposes.
Eventually, they meet David, whom Sasha was taking care of. Being angels, Charlie and Itchy can communicate with him, much to his surprise. Sasha, being an earth dog, can't, but Charlie soon changes that by sneaking up on her and kissing her, thus using his miracle to let her be able to speak.
They eventually discover the horn, and have a hectic time trying to get it. But Charlie ultimately gives it to Red, the demon cat who wants to imprison all dogs, in return for what he has to offer. What follows is a fight to the very last seconds… and all the dogs in heaven are at stake.

Characters:
Charlie: The lovable German Shepherd who can never resist the flashiness of casinos and nightclubs. He falls in love with Sasha the minute he sees her, and sacrifices the horn for her.
VA: Charlie Sheen, Jesse Coati (for songs)
Itchy: He's back! Everyone's favorite Basset Hound, who always tries to set Charlie straight but always goes along with him.
VA: Dom DeLuise
Sasha: This beautiful Irish Setter is the love of Charlie's life, although at first she resented him. She sure can sing, though!
VA: Sheena Easton
David: He ran away from home to perform his magic, and although Sasha tries to coax him into returning, Charlie edges him on. Fortunately, he's not too annoying a character, like some child characters in some movies.
VA: Adam Mylie
Carface: Although in heaven they believed he had changed, Carface is just as rotten as ever, although he's more of a sidekick in this movie. He tries his best to get the horn for his master, Red. (Also note: Killer is nowhere to be seen)
VA: Ernest Borgnine
Red: The demon cat who wants to imprison all dogs, even the ones in heaven. He hates dogs, and wants a world where cats rule. However, he can only do this with Gabriel's horn.
VA: George Hearn
Annabelle: She is one of the most changed characters in this sequel. Although she is still the head whippet, her personality is somewhat different…
