Bud Flood/The Liquidator is one of the Fearsome Five in Darkwing Duck. He was a businessman trying to sell bottled water. To get sure that he sells it he started sabotaging his competitors' water and Saint Canard's water. Due to an accident, he fell in some water he had contaminated with chemicals. He was mutated and now his body consists of water. Since water doesn't grow old he is possibly close to being immortal. He is mainly after the money.
