Carmen Sandiego, the complex thief of Where on Earth is Carmen Sandiego?, plans crimes that no other thief would dream of. She plants clues for the Acme Detective agency (though mostly for her favorite agents Zack and Ivy) to follow on a cat-and-mouse chase all over the world and even through time. Though she is a thief, Carmen never is out to harm those who pursue her and even has saved the detectives' lives. Voice: Rita Moreno

In the episode "When it Rains," Carmen works with Zack and Ivy to escape together from Sara Bellum, a henchwoman of Carmen's who went totally insane. With only a belt, shoelaces, a compact and a shoe, Carmen and the detectives find a way to get rid of the laser beams surrounding them.
When Lee Jordan, an ex-Acme agent, decides to show off to Carmen that he can steal anything in the world, he confronts her with a long winded speech that ends with, "I gave Zack and Ivy two clues to my own master crime and they won't even come close to catching me. I'm the best in the world! And you're history Carmen Sandiego!" (slams door and exits) Carmen simply says to herself, "If I'm history, Lee Jordan, then it seems like history is about to be re-written" as she begins to mastermind a way to have Acme capture Lee.
